As I said, this bill will not provide the sole answer. It is a tool, as we explore how to try to deal with the unsafe situation of young people, mainly, who feel that they have to offer their services on the street. The Government, the Manukau City Council, and local business associations have effected huge improvements in our local Manurewa town centre over the last couple of years.
